Should I have reported this? If so, 101 or 999?

are you saying it was an emergency and I should have called 999?
I'm saying that if it wasn't, it was a pointless phone call.

Can you just imagine the widespread Facebook outrage, by all the orange skinned WAG's if she crashed and the dog was injured through not wearing a seatbelt, or by the airbag being deployed?.

The manufacturers CEO would be up before an MP's inquisition panel, before anyone could say 'vote-winner'.

I saw a bloke driving with a toddler on his lap steering the car - oh st, the toddler was me, 60 years ago; I'd better report myself.

If it was showing her where to go it was probably a pointer.

Update.

I've had a response from the police and I should have called 999.

I know that calling 999 on a mobile whilst driving is legal but wasn't sure if this situation was an emergency.

The police say that if I considered it an emergency then they have a discretion policy about using a mobile whilst driving.

Calling 101 whilst driving is not, under any circumstances, legal.

There's a lot to go at to be honest.

Driving on the M62 near Leeds today I saw a lot of drivers on their phones, talking and texting, nothing unusual.
So phones are OK.

But I overtook a Ford Fusion where the female driver had a small dog sat on her lap, the dog had it's front paws on the steering wheel and I couldn't see the woman's hands (I was in a van so looking down a bit), she was turning towards the passenger chatting away I imagine.
I'm not a detective but if the dog had its paws on the steering wheel and you couldn't see the woman's hands, is it not possible that the woman's hands looked a bit like the paws of a small dog?

After passing her I thought just how dangerous it was, which got me thinking if I should have reported it.

What are your thoughts and if you think I should have reported it which number?

Personally I didn't think 999 was appropriate as it wasn't really an emergency.
My main concern would be the consequences of ringing anyone to report a small dog was driving a car. I expect the outcome would be the same whether 101 or 999 was dialled.

I'd leave it personally. The dog probably has better driving skills and concentration than the girl.
It's ok, she was feeling "ruff" this morning which is why the dog drove.

I'll get my coat.

She was in the inside lane doing about 50mph.

After passing her I thought just how dangerous it was, which got me thinking if I should have reported it.

Anyone else wondering where her hands were? Did the dog look happy?

Are you barking mad - why are you hounding this poor girl. You better hope her boyfriend is not boxer, finds out where you live and comes round to ruff you up a bit. Take my lead just let this one go.

There's a joke thread in the lounge?

I know there used to be but rumour was it died a couple of years ago whistle
