You can tell the police you can't be 100% sure and ask them for any evidence they have available to them to assist the RK identify the driver and subsequently assist them with their investigation.

Is it? The OP makes no mention of a s.172 request, simply a NIP. If it is just a NIP he has received then he need do nothing other than await further contact from the police.

No it's not. A NIP is simply a warning that prosecution is being considered for certain offences. It makes no requirement on the RK or anybody else.

A requirement in terms of s.172 of the RTA asks for details of the driver at a particular time and place.

The fact that a NIP and s.172 notice are often on the same bit of paper doesn't mean they are the same thing.

Your description of the purpose of a NIP is anything but a "moot point" - It's blatantly incorrect!
