maybe training cars ?

edit - or could be paramedics using their own cars. lad I know who is a paramedic ( high up or something ), runs his own 5 series. has blue lights hidden behind the grill etc. office based but goes out on call as the lead sometimes.

Yes, I was once WTFing over an Integrale burning through central London with a blue light... Turns out it was a Fire Chief who was allowed to use his own car..

There are also now lots of Anti Terror and other high level armed special units that have different cars and behave unusually to plainclothes traffic
