Seems lots of drivers will have to apply for their refund as Coventry Council say it will be a waste of council-taxpayers money to write to all the drivers concerned.
Who do they think they are? Their mistake, so rectify it!

to be honest in this day and age it's a huge waste of money writing to all the drivers, just stick it on their website front page, facebook, twitter etc and the great majority will see it, far less cost.
it would also be cheaper for them to have someone go onto the radio and say it live on air, and put it on the front page of the local free papers.
writing to them individually would cost so much compared to social media etc that they would only pass the cost onto the people they fined and the rest of the residents they cover anyway, waste of public money.
