The ukgov link I provided earlier in the thread explains all and is really easy to understand.
Given how cheap and easy it is to get a temporary licence, I really don't know why people try and contrive ways to avoid applying for one

For all these types of event, if you don't hold a premises licence, you'll need a temporary event notice if you want to sell or supply alcohol to members of the public.

It's a straightforward process and it's highly unlikely that these types of event would ever receive an objection from the police or environmental health. You just fill out the form which describes the event, licensable activites, hours etc., submit it to the local authority more than 10 working days ahead of the event (or 5 working days for a late notice) with payment of £21, send copies to the police & environmental health & Bob's your Mother's live-in lover.

There are a few limits on the number of notices you can submit in a year and they can only be used for events with less than 500 people in attendance, but other than that you should have no difficulty with the process.

I know that when I took over the bar at our local village hall and started applying for licences for every occasion it ruffled a few feathers. Some of the older members of the community were in the habit of toodling off up the valley in their landrovers in a well oiled state and were worried that when I applied for a licence I was alerting the local police to the fact they were on the road.

A closing update....

The ladies decided that adult biscuits would be off the menu. The event was last night and the feedback from the kids at halloween disco was great.

It's only a small school (less than 100 kids) and there is no certainty that they would make the £21 back on the licence. Add in the uncertainty on how much alcohol to buy and it's relatively high unit cost I'm not sure that they will bother even going down the license route in future...

Probably a good thing as if they've bought too much, I know who will end up buying it off them....

I run the Beer Tent at a couple of local fetes and everyone thinks you are on to a real money spinner, which one can be if one bulk buys can of lager from the supermarket, managge to keep it sold and its a hot day. However if you also sell real ale, wine, Pimms and you need measured glasses which cost, also wastage of part drunk bottles becomes a problem, throw in foul weather so no one attends the event then it begins to get a problem. You can spend several hours at an event freezing to death and be lucky to cover costs even with stuff bought on sale and return.
