Why not write and say , she is only 16mph above the speed she is allowed to drive, can you let her off all-together...why not?

She will most probably be given a conditional offer of a fixed penalty of £100 and 3 points. If she doesn't want to accept that she can go to court and ask teh magistrates to decide...but it still won't be a course, Magistrates can't award one and she is going 1mph too fast after all.

Out of interest... obviously getting 3 points is a pain towards getting a ban - but is there actually any difference to insurance rates between 3 points and being on a SAC these days?
Obviously the OP is thinking about the cost implications of the difference between the two, so wondering does it make that much difference?

Just make sure they are more careful in future and drive within the limit prescribed for them and also to drive to the conditions, and not be dangerous by being distracted. Easier said than done sometimes but there you go.
