Reporting a bump

Just walked up to the local shop and saw a Picasso give another car a hefty shunt. Passenger of the Picasso got out, inspected the damage...then parked up elsewhere. I took down the plate and details.
I came out of the shop, both cars still there. Passenger sat in Picasso. I hung around to see if they were going to give details to the car they hit, but nope they drove off. I waited around for the owner of the damaged car to come out of the shop and gave him the details of the car and my number, happy to be a witness.
The owner of the damaged car was really shocked and spoke very broken English. Hopefully he gets it sorted out. Is there somewhere I can report what the bump and run?
