because the Recovery industry lobbied the DfT to hobble the abilities of HATOs to provide practical assistance to broken down drivers and/or tow vehicles further than out of a running lane but as usual for that ignorant, violent, transphobic ttbadger Clarkson never let the facts get in the way of good rant, i'm suprised Trump hasn't made him SoS for transport ...

I am pretty sure that photo is on the 2 lane elevated bit right as the M4 starts/ends (you can see the GlaxoSmithKline building in the background) so there isn't actually a hard shoulder there to shift it to.
That definitely is the M4 Elevated section westbound. Back in 2010 I broke down on the eastbound side and was towed off by a very helpful pair of highways officers in a Discovery (I think anyway). It was just before the exit down to the A4 so they towed me down the ramp and onto the hard shoulder of the A4 where I could wait for the AA safely.Ms R.Saucy said:

I don't see how the recovery industry could complain, it's not like towing a car a short distance out of danger is suddenly going to make it work againbut as usual for that ignorant, violent, transphobic ttbadger Clarkson never let the facts get in the way of good rant, i'm suprised Trump hasn't made him SoS for transport ...

if the TO Service were allowed to tow vehicles off the major rotues / to the services peopel could then get their mate to come out with a trailer / get the car fixed at the roadside rather than the ' Police rota contractor' getting to charge the rip off figure for removing the vehicle to a place of safety and then offer (generously) to recover further at their full commercial rate ... That makes more sense although there's nothing to stop the same happening before any Police etc turn up and close 3 lanes for a flat tyreNickyboy said:
