It's £30/60/90. That 'pay now or else' crap is unethical state sponsored bullying.
Move him to London and he gets screwed even worse.

I don't have the paperwork to check now, but I've been appealing a nonsense PCN from Redbridge council on behalf of an 85 year old OAP (he's never even been to Redbridge). I believe as soon as an appeal was made the reduced penalty was forfeit. As somebody else has already said the default response to the appeal was 'pay up' and it has now gone to the independent adjudicator. A complete waste of time and money but the system is so stacked in the council's favour (us having to prove it wasn't him rather than them having to prove it was) that it's hardly surprising as most people probably just cough up the 'reduced' (I'm choking) charge to avoid the hassle.if your appeal is rejected, we allow 14 days from the date of our response to pay the reduced charge of £30.00.

And I suppose comparing the numbers of initial appeals that were rejected to the numbers that were subsequently succesfully appealed would help clarify whether there was a deliberate policy.
