The reason you're having difficulty is probably because it is decriminialised (DPE) in most of England and normally no longer dealt with by the police.*
Enforcement is undertaken by local authorities. The code for a bus stop contravention is 47.
* The police could probably still ticket you for unnecssary obstruction if they were minded to though.

FPN Codes are identified in Part 3 of the Road Traffic Offenders Act 1988 (RTOA). They are not 'police FPN codes' so your search term was probably incorrect.I am trying to find a list of police FPN codes.
