A driver under the influence I would report, but people smoking weed on the street? No chance.

Most people smoking weed never cause trouble, neighbour smokes it everyday when he gets home from work in the garden.

He's one of the nicest people I've ever met, I'd sooner the police tackle the drunks pissing all over the road, fighting and damaging shop windows, but there you go.
