I cant be fked to read through this thread, but looks like as usual people haven't a fking clue, its not a bloody fine, dont pay it. You people end up costing people a lot of money. Appeal though as you will get a ton of letters through and they actually can take you to court. Ignore it all and you might end up with a CCJ.

Appealing is easy but takes time.

Firstly - Are CEL still part of the BPA or are they IPC (all private parking firms operate under either of the two). Website says BPA so we are in luck.

If yes, go to MSE parking fine forums. Read the sticky at the top. Use the appeal template to appeal to CEL. CEL will decline, say its an internet appeal that holds no weight but importantly provide a POPLA code.

Then appeal to POPLA and get people on MSE forums to help out with a draft POPLA appeal. This should win (for your info I baited UKCPM back when they were BPA into giving me tickets and had all 20 overturned using that forum advice for a laugh). Just put some effort in. How you got the ticket and whether or not you were in the right or the wrong is irrelevant.

You need to be aware that CEL's PCNs are non-compliant with PoFA 2012. Read this and compare with the PCN then you will see why.
Get yourself over to MSE and pepipoo, do your homework, and find out how to kick it into the long grass. PH is not the most suitable forum for this.

After having the arse ripped out of me buying a train ticket one evening this week I think I'll be giving Manchester a miss a lot more, feel sorry for the retailers/restaurants as in a 3 hrs visit we spent about £300

I've never been back to Stoke in over £10 years after being ticketed on a council car 'site' at 11:40pm we used to regularly drop a few hundred a month in Stoke not any more. Feck 'em I ain't missed it smile

My dad is a taxi driver and he recieved a letter from CE Ltd alleging he parked in the same spot for 17 hours LOL

My old man simply told them he could prove it was false, all his bookings are logged as well as GPS data which is time stamped. He also said if they persisted with the baseless allegation he would take simply legal action against them and the c*nt who runs the firm, Willem Martinhus De Beer.

Needless to say they overturned it very quickly.

A quick background check on the director, Willem De Beer shows that he is running these sorts of scummy (or scammy) companies all over the place, using shell companies, opening and closing companies before returns and taxes are due etc. Apparently. it's very profitable for him.

200 directorships - allegedly it sounds as dodgy as a very dodgy thing? You’d have thought HMRC would be quite interested in this chap!

Yup, a conman and charlatan through and through. He no doubt has very bent accountants who do enough to stay on the 'legal' side of things to keep HMRC away.

I hope he is in a nice restaurant somewhere choking on his food.

And that’s only in 6 years!!!!!

Poor chap could quite legitimately say he had no idea of what company he was signing on behalf of as he was getting through them at around three a month!!

I know what Purple and co are saying but this is yet another verified example of how bad this service sector looks and does need far better policing.

Perhaps councils could get in on the act and provide legitimate services to landowners in this regard and lower our council tax bills?
