Where did it say police then?
It didn't. Unmarked cars tend not to say Police on them. The location of the lights suggested that it was an unmarked police car.
Are you thinking something different?

Vehicles used by all 3 emergency services (fire, police, and ambulance) use unmarked vehicles. revenue and customs (for serious crime)several other "authorised users" of blue lights, but they tend not to use unmarked vehicles.
Then there is the walt, lots around I'm afraid.
