A friend of a friend bought a SEAT brand new from a localish dealer in November 2015, and was told the VED would be £20 a year.
When her reminder arrived (which I haven't seen) it was for £130.
She has queried this with the DVLA via a phone call and told it was correct, but the dealer was adamant that it is an error... but she paid it anyway.
Regarding the model, all I know is that it is a Seat Leon 5 door fr 1.4

a.) Where is the best source on the DVLA site to identify her model and the VED due, that is up to date, and she wishes to know:
b.) If her vehicle IS due to pay the higher tax, can she return it to the dealership, as the low tax and running cost was one of the reasons she bought it.

No idea on her existing car, as there's not enough detail in the model you've given to be absolutely certain. If it is 114gms as someone has said then it should be £30 a year, but there may be a variety of models with different CO2 emissions. When her reminder arrived (which I haven't seen) it was for £130.

However the new rules are irrelevant to her. They only apply to new cars registered on or after 01/04/2017. All cars registered prior to this carry on with the existing tax levels.

I don't see anything in that article relevant to the vehicle in question. The new rules don't affect a car bought in November 2015.Check the emissions listed on the V5 for the vehicle, reference that against the table given. Depending on year the FR 1.4 should be either 114 or 119gCO2/km. Both of which would put it at £30/year.
But.. you information is far too vague, you haven't seen the renewal and you need to see the V5 as well.

Look on the V5C or https://vehicleenquiry.service.gov.uk/ and use her registration.
£20/yr is 101-110g/km
£30/yr is 111-120g/km
£110/yr is 121-130g/km
£130/yr is 131-140g/km

If you'd said £145, then it'd be possible (but unlikely) that it was registered as not having an official CO2 figure, so would be on the old pre-2001 1549cc or less rate.

I took a look for ALL the FR models, and there is only one which is not either B or C group, and that is a G group, £145 a year.
I had already presumed that the dealer, selling the vehicle new in November 2015 would be certain of the group, so it looks like the DVLA have been in error.
I'll see if I can get a look at the renewal and the V5, and make sure the error isn't there.

Optional extras can take one model of car from one band to another. I know DVLA bashing is all the rage on here, but it'd be great to see the V5 and get closure on this rather than it just fade away if it's user error, rather than DVLA error. Weight. Aerodynamics. Rolling resistance. Gearing.It's much more common than you'd expect for CO2 to be affected by options, especially wheel and tyre choice, or anything that adds significantly to weight, like a pano roof.

They will also re-programme the ECU to keep the readings within the desired parameters; the VW history is how wicked they get in doing so, and they were the unfortunates that were caught; they are all at it.

We had a Peugeot that was described as blue by the V5, but was Silver.
It wasn't even one of those very very pale metallic blues, and the manufacturers description was "Peugeot Silver".
My very first transport back in 1978 - a honda C50 "step through" was described as a moped, despite not having pedals of any description, and caused me no end of trouble when I had to produce my documents because I was riding with a passenger after I had passed my car test which at that time gave you Moped entitlement!
I have asked my friend to see if I can see the V5 or a copy.
