I don't understand.

The fourth paragraph of the Telegraph article says he got a PARKING ticket there five years ago, why is he now upset about SPEEDING tickets?

He will have. As I said earlier, he was lucky not to be arrested for obstructing a police officer. The police do NOT like this sort of tomfoolery.
