Either way, it's a pretty stupid thing to say, given that there's plenty of evidence of fatalities directly caused by some utter retard using a mobile phone whilst driving.I've demonstrated comprehensively that I can listen to two radio sets, operate one of them, AND take instruction via an intercom from my commander, and still have control of a vehicle sufficient to avoid hazards (including incoming enemy fire) outside. But I won't make calls, take incoming calls unless it's through Bluetooth, and definitely won't read or compose a text message whilst driving because the potential price I, or others might have to pay as a consequence doesn't bear thinking about.
Did the TV footage of that horrific crash on the A34 not teach anybody anything? Personally I think idiots also need to face more penalty points for sticking phones/satnavs/etc onto the windscreen directly in the drivers filed of view, and we should ban the inclusion of WiFi as a feature of new cars, because that's only going to encourage even more of Daddies' Little Princesses to discuss Beyonce Knowles' latest shade of nail polish while ignoring red traffic lights and narrowly missing mowing down pedestrians who are legitimately crossing on a green signal. Head down, reading a small screen whilst driving? You might as well drive around with your head up your own arse.

LOL, I use Siri... no hands off the wheel or eyes off the road. Nothing to prevent you from using a cradled phone and being prosecuted for other offences, though - not in proper control, careless driving, etc.

The NIP is cancelled.

No way.Humans have a much wider field of view than 45 degrees. Is that the same 45 degrees depending on when they move their seat backwards or forwards, only when they're looking directly ahead? Are the police issued with protractors?
Presumably with the standard navigation and media units these days they also think you're not allowed to change the radio station. Or the temperature.

When I was a van courier in the 80s, I was often stopped for using my 2 way radio whilst driving. Always a warning tho. Reason I'm asking is that on programmes like Top Gear/grand Tour you regularly see Jeremy & Co. driving with one hand while holding a conversation with his compadres, with the microphone in the other - often wondered if it was legal.
It shows how attitudes change - nowadays I think that this is not setting a good example!

On LBC this morning they had a reporter out with the police targeting people using their phone whilst driving. They even had an unmarked HGV so that they could look down into people's cars.
But this was just one morning in a specific area of London. Can't see them doing that every day. As others have said, there are hardly any police on the road any more, just cameras aimed at speeders.
I repeat myself when I say this but 'if' I am making progress, I'm focused on driving the car and paying attention to every other road user, pedestrian, road conditions and obstacles.
As I'm doing this I see countless cars being driven erratically and dangerously BUT below the posted limit. Only one of us is going to cop a ticket.
I was stuck behind a woman in lane 3 yesterday. She was wandering all over the place oblivious to what was happening around her as she was having an animated discussion with her friend in the passenger seat.
Finally I undertook, yes I know, and continued with my journey. My car is loud and very brightly coloured yet she appeared to take no notice as she continued chatting ignorant of the big queue building up behind her.
We really do share the roads with morons, so giving them toys to play with in their modern cars really is daft.
A touch screen has got to be the worst idea by car manufacturers yet. In my old BMW I know all the switches by feel, so no need to take my eyes off the road yet my 2016 Mustang has a pretty unresponsive touchscreen which involves seconds of jabbing your finger just to adjust the heating. Stupid stupid.
