Foyes corner?
The cameras have been there 6 months and the council are making a mint. Apparently they have a number of people dumb enough to be regular repeat customers too.
I'm afraid if the photo shows you in the bus lane then there is little you can do other than pay.

What kind of carrot would you like?
Something that reflects a contribution to society instead of being a drain...

Whenever governments or councils etc want to stop a type of behaviour it is always penalty driven i.e. a fine

Whereas with a bit of thought an incentive could be offered to reward the behaviour that is desired.

e.g.

"Let's reduce the amount of traffic in London"

"Great idea what shall we do?"

"Charge people"

Whereas the other choice could be to make public transport more cost effective, more pleasant and enjoyable as well as reliable...

When the government wanted to encourage us out of high polluting cars, they offered a scrappage scheme plus low VED and low BIK for company car drivers to bribe us. So your theory doesn't stack up.

But for stuff like bus lanes, I don't see how they could reward you for not driving in it? Do you really expect a letter thru the post with a picture of you avoiding the bus lane and a cheque??

I got a fine last year and successfully contested it so they do relent in some cases smile

You have nothing to lose by challenging the PCN, and you never know, you might get lucky, like I did.
Except the reduced charge disappears when you challenge
It doesn't. As long as you appeal before the expiry of the discounted period, the PCN is frozen at the discounted rate until the appeal is rejected/accepted. If it's rejected, you will then have a further 14 days to pay the discounted rate. If you still don't pay and wish to go to a Tribunal, you'll then have to wait until you receive the 28 days notice and be on the hook for the full amount.
