Just had a PCN for this, i didnt know i could not do this anymore! I must have stopped for 60seconds or so whilst doing a U turn, is this enforceable. More money for the council!!

Yes this is an offence. The time stopped isn't really relevant it whether you stopped in a bus stop. Could you not complete the U turn without stopping in the bus stop?

What was the reason why you had to stop in the bus stop for 60 seconds?

60 seconds to do a U-turn? What are you, an Uber driver?

As already mentioned it's enforceable.

Legal blokes- what's the story on what constitutes a legally enforceable bus stop ? From a brief read elsewhere I'd have thought it had to have a bus sign ( obvious) and prescribed ROAD MARKINGS ( as in TSRGD).

It surprises me that not all bus stops have enforceable no waiting rules as I think it's moronic to park in a bus stop.
According to the OP he was not parked or waiting in a parking sense. If seen using a mobile he would have been booked. It would be very harsh to enforce a waiting charge in such circumstances. I know assumptions can be idiotic but I assume the OP was half pulled into the space holding for a gap in the traffic and not fully pulled up in the gutter waiting for the end of the rush hour.

Just to stir things up a bit, what constitutes stopped AT a bus stop. How close to the kerb do you have to be ? Would stopping in the carriageway to (say) drop off a passenger be acceptable (although very ignorant)

I think generally they are viewed by someone on the CCTV so they would probably see you dropping off a passenger / waiting to u-turn and issue a ticket opposed to stopping due to traffic etc.
