Police parking ticket appeal?

So I asked my builder to park and come to me earlier today, the paid parking starts at 9am. At 8:34 he got a ticket offence code 23 -Unattended other than in an appointed place.
Now he was parked in the regular parking area, before the parking started. But plenty of people park there early to walk dogs etc and leave before 9am so they have the free parking. I can't figure out why he'd get the ticket.
Secondly, looking on both sides of the ticket, the only option for disputing it is selecting a date for a court summons, which seems a bit OTT for a parking ticket? Is there any other way to appeal something like this?

"Builder" ? Does that make a difference? was it a car or commercial, vehicle ? Now he was parked in the regular parking area, before the parking started. Call the local issuing police force and ask to speak to the central ticket office and ask them if you can submit an appeal to them rather than taking it to court.
Won't be able to, only way to appeal a police ticket is to go not guilty at court. FYIW saying 'others do it' wont be a defence.Just to chip in and say it would appear the ticket is a fair cop.
It was a regular car, not a commercial vehicle, but it turns out that the outer section of the park you can only park in after 9am, and paying. The inner section of the park you can park in outside of those hours, free, and paid after 9am. Very odd!
Anyway, the question is an interesting one (I'll be paying this!), and its pretty terrible that you can only appeal by going to court!
The worst part is I called my sparky whos been parking there daily from 8am to warn him, and his response was a chirpy "yeah I know I got a ticket there yesterday!" Thanks for telling me! idiot!

Although this is rather bizarre phrasing perhaps something to do with auto correct, I took it to mean that he told the builder he was okay to park there.
