It’s 20 past schools all the time here (England) I have no issue with that it’s sensible not just at 3:30.
Maybe in your bit? I know parts that have 20 at school times when the lights are flashing, or in certain hours

What if the driver wasn't paying attention because they were so bored and they would have missed the child if they'd been doing 30mph and actually looking at the road ahead? scratchchin

If we are going to accommodate the erratic actions of irresponsible pedestrians especially children, then 20mph is too fast. We need a 10mph speed limit.
