Instead of finding somewhere safer to scam, they spent money having a large chunk of the pavement torn up to make a layby for their scam van. Of course this isn't a public layby, oh no it's clearly marked up as "scammers only."

Why not write to Surrey Police Chief Constable and ask him why his officer was endangering the safety of Children by preventing them crossing a road !??! Enclose copy of piccy. Also ask them if that van is parked legally, doesn't look it to me (but I will no doubt be told that police officers tax collecting may park wherever they like)...
