It is rather a damning indictment of society (or perhaps just this forum) that most of the focus of the conversation has been how to avoid an average speed camera rather than just how to get out of the damn way.
If there's a numpty who won't respond to your indicator, then push up to the next gap. Or drop back to the one behind. Your call. Or speed up and go past the queue. Your choice. The OB won't care as long as you do something.

You may have been fine committing a minor offence to do this decades ago, but now they do prosecute.
Well of course, which is why it's a personal decision whether to risk a speed camera to get out of the way, because not won't be a defence if you do get pinged. The OB in the car behind just want you to get out of the way without causing an accident; if there's any sort of accident they're not getting to their destination anyhow.
