I would personally like a law where if you appeal because they are wrong, you get paid whatever amount they are trying to charge you.
That's how my parents play scrabble. Challenge my word and are correct, you get my points. If you are wrong, you get the same points deducted from your score.

I was somewhat looking forward to a bigger and better argument with them.

The interesting thing is, if you go onto Pepipoo or Money Saving Expert, there are loads of threads where people have been sent a PCN for ‘double entry’ (Fnarr Fnarr) or ‘double dipping’ during a certain period of time, and yet when appealed, Horizon absolutely double down on it, telling the appellant that their system works perfectly and that whatever happens they are proceeding with the PCN, to court if required.

The key factor in these threads seems to be that the victim does not have home CCTV like I do, and therefore cannot prove their innocence.

Funny how when someone like me tells them straight that their system is faulty and states that I have oodles of video footage to prove it, they get all apologetic and say there must have been a ‘rare problem’. Admitting that faults do occur.

On some of the MSE threads there are some victims getting genuinely upset and stressed by it, and can’t afford to easily pay the charge. It isn’t pleasant.

Send the website a copy of your evidence and you never know, it might help someone in the future prove that they know their systems aren't perfect.

We received a PCN supposedly for being parked in a permit only car park in Beckenham.

Our car never went within 100 miles of Beckenham on the day in question.

I guess it's a case of them misreading the number plate or someone has cloned our plate?

Is the onus on them to prove we were there or on us to prove we weren't? If we suspect the plate has been cloned can we insist on them forwarding their "photographic evidence" - I suspect that there'll be something on that photo that would be materially different from ours.

I got an ULEZ charge last year when I was out of the country. I requested photographic evidence. My car was the orange BMW, apparently the water board van is very similar. The registration numbers were also very different.

I wonder why a water company covering the ULEZ area would drive a non-compliant van?

You don’t have to pay a PARKING CHARGE but you do have to pay a Penalty Notice
