Careful about this - tickets can be and are given in London via CCTV camera evidence only.

This applies only to London though...

Leeds, as far as I am aware, has been been granted a Permitted Parking Area and Special Parking Area Order which decriminalises yellow line offences and places enforcement by LA though Parking Attendants, generally contracted from a private firm offering these services.
They have to either affix a Penalty Charge Notice on the vehicle or hand it to the driver. If they do not do so then they cannot process. (In the case of a Parking Warden employed by Police this does not apply).

As pointed out The Transport of London (Consequential Provisions) Order 2005 allows London authorities to serve a PCN on the basis of camera information where aattendant is prevented from fixing a notice. Not aware that his has been extended out to thge sticks yet.

If any Notice to Owner forthcoming do not accept and appeal forthwith on the above grounds.

Sounds like the scam where they take a picture, and then pay the DVLA to reveal the owner's details...

But, outside London it's no use. If a ticket's not affixed, then they can't fine you, even if thasy have a picture. I love traffic warden baiting

I thought digital pictures were not admisable as evidence anyway. Or is that only if it proves your inocence?

I think you will find that in most Local Authorities decriminalised parking enforcement comes under the control of the Environmental Health Department, your enforcement officer could well have been the appointed supervising officer.

On the contrary, you can get a ticket in many places now for being stopped with your engine running. (Pollution issue).

Avon and Somerset Scamera Partnership use Ford Galaxy 2.8 petrols and they leave the engine running all the time they are scamming! PLEASE someone fine them!

They are untouchable...... providing the vehicle has its handbrake on and attended by a person licensed to drive it........or,

the engine is required to be run to work equipment carried therein........
