Seems that the DVLA where handing out details to the bandits for £2.50 without checking what they were doing, well the local rag has defeated them :thumbup:

Good news for some, not for all. Unfortunately we are sometimes reliant upon the DVLA providing us with owner information when handling hit and run cases, whereupon the only information known to the client after the incident is the vehicle registration number. Despite the fact that we have a bona-fide reason for requesting the information, I can see that we and our clients are going to suffer as a result of any present policy change.

This has been the case since the DVLA have been about. In fact, it used to be cheaper than £2.50.

Hopefully not. All the DVLA would have to do is establish that your company has a genuine need to know the information. I'm sure most insurers would fall into that category.

In the case of a MOP wanting details, I guess it would need some kind of procedure such as reporting an incident to a police station and obtaining a reference number before DVLA will release info. Ought to disssuade most shady characters from trying it on.

Oh, and while we're at it, simply ban parking/clamping companies from accessing the information full stop!

Disclosure to outside bodies is provided by law under Road Vehicles (Reg & Lic) Regs 2002:
Reg 27
Particulars available from DVLA are available for use on payment of agreed fee for use by
(a) by a local authority for any purpose connected with the investigation of an offence or of a decriminalised parking contravention;

(b) by a chief officer of police;

(c) by a member of the Police Service of Northern Ireland;

(d) by an officer of Customs and Excise in Northern Ireland; or

(e) by any person who can show to the satisfaction of the Secretary of State that he has reasonable cause for wanting the particulars to be made available to him.
"a decriminalised parking contravention" means any act or omission which would have been an offence but for any of the following provisions of the Road Traffic Act 1991,

paragraph 1(4) of Schedule 3 (contravention of certain orders relating to parking places outside London not to be a criminal offence); and

paragraph 2(4) of Schedule 3 (provisions creating certain stationary vehicle offences to cease to apply in special parking areas outside London); and

Under Reg 28 DVLA may also sell information derived from particulars contained in the register

(a) to such persons as the Secretary of State thinks fit;

(b) for such price and on such other terms, and subject to such restrictions, as the Secretary of State thinks fit,
if the information does not identify any person or contain anything enabling any person to be identified.

Does that mean that they can't do a DVLA search for something which is finable under decriminalised parking rules, but wouldn't be for criminal parking?

In particular, I'm thinking about issuing a ticket without sticking it on the windscreen.

The Data Protection Act itself has exemptions where personal data held by anybody can be released to anybody in certain circumstances.

Regarding the original post - all the company would need to do to satisfy the DVLA is provide a still frame from the video cameras.

So, if I see a 'drop-dead-gorgeous' blond driving a brand new TVR down the Motorway I can get the DVLA to tell me who she is and where she lives if I do it through my company and say it's because she parked in my car park?
There's hope yet!

Not really, by the very nature of your quote "Drop dead Gorgeous" you'd be too dead to send off the £2.50 to have your fun...
