Almost never, that's why there are so many people driving around with phones stuck to their ears when they are not texting. I doubt number plates are even on the horizon for Britain's couple of remaining traffic cop's!

They don't have to traffic cops to deal with it, most vehicle stops are done by non traffic cops.
