Interesting quote from West Sussex ACPO
In an article in Horse and Hound about a driver not being prosecuted for killing a horse by driving into it, the Asst Chief Constable has been quoted as saying
"there is no evidence that imposing a fine and penalty points has any effect on drivers behavour"

Interesting and believable.
This is, of course, why the speed business is so lucrative, because it purports to address a "problem" which it doesn't and which in the main isn't a problem.

I believe the parable of 'The Boy Who Cried Wolf' has been heeded for the last 2000 or more years.
Perhaps ACPO are just catching on?
