Edited to add for the faint hearted on PH SPL: the above statement does not imply that BG was actually conceived out of wedlock, nor is there any real animosity in the terms used, and as there is currently only 0.436 mm of snow on my car's roof, no safety fascists were harmed when typing this post.

My car is covered. Must go and clear the roof....
To be honist it is just plain stupid as, if iI had been the one stoped the ununiformed cop would have been too what he could go and do and that would be the end of unless he started. the real thing about this is not the snow or wether its dangerous or not.
but the fact the ununiformed office had no more right to giving him a boloking that any of you. It want his job it was feck all to do with him and he cant legaly stop any cars.
the other stop should have just walked off lathing at him.
the out uniform office has just make his self look a total knob and so has the other guy.
so you got too dick heads in the story

Two points to make:
1) The Highway Code states only that:
204: Before you set off
you MUST be able to see, so clear all snow and ice from all your windows
you MUST ensure that lights and number plates are clean
make sure the mirrors are clear and the windows are de-misted thoroughly.

FWIW, it makes no reference to clearing snow etc. from anywhere other than windows (so you can see), lights (so others can see you) and number plates (so the scameras can snap you).
2) Debates about whether the officer had any right to stop the "offending" vehicle are immaterial; according to the report he did not stop the vehicle but followed it into a car park.

During the snowy stint we had in Essex I did try to remove the snow from the roof and bonnet.
Although sometimes it's helpful to leave it on the bonnet as the washers will probably be frozen for a few minutes and the snow from the bonnet helps clean the screen!
However, there was no moving the snow on the car...it wasn't soft it was frozen well and truly and I would have had to scrape it off......and I wasn't going to do that.
One 15 minute journey later and the car was hot enough to just push it off both roof and bonnet quite easily.
