Mr Shirley was adamant that he was not doing anything like 66mph and exercised his legal right to request that Devon and Cornwall Police show him photographic evidence to substantiate their claim.
Last week the force wrote to tell him that the charge was being dropped.
A letter from an official in the police's safety camera unit stated: "I have reviewed the evidence and this further check has indicated that an error has occurred with the speed that has been recorded."
Translation: "legal right" = usually a vain hope unless you've already pleaded not guilty
Translation: "further check" = first time anyone has looked at the evidence
Translation: "error has occurred" = you've rumbled us, but we're not going to give you the chance to take us to court.

A spokesman for the Devon and Cornwall Safety Camera Partnership, which operates the camera system, said: "The partnership has a comprehensive process of checking in which there are opportunities for human error to occur.
"I must stress that human error is extremely rare. The partnership only wants to prosecute those that are speeding."
The spokesman said Mr Shirley's case would not lead to any more general review of prosecutions arising from speed cameras.
Translation: "human error is extremely rare" = we have a process that is error-prone, but we're not going to change it.
