Why do they have to fine you if you overstay?
If the machines can record the excact time that you arrive, why not programme them so that you have to pay for the parking just before you leave, so that you pay for the actual time that you have used the parking bay for.
Obviously if you drive away without paying at all or overstay the maximum time allowed (2 to 4 hours depending on area) then a fine, in the usual manner, would not be unreasonable.
This would be a much fairer system and would only fine those who purposefully don't pay or overstay and would not fine those who, at the present time, get a penalty if they are 5 minutes late getting back to their car after 2 hours of shopping, etc.
However, as this would decrease revenue for the councils I doubt that this fairer system would ever be introduced.
If we keep rejecting nuclear power and encourage the sandalist scum to keep going with the silly windmills we will soon have the power to switch off the UK overnight with just a few lengths of steel hauser. Removing power to the infrastructure of Stalinist Sandalism will kill it dead.

This sounds like the car-powered ramp to run traffic lights idea which was a thread a few days ago. Sounds Ok for the money-grabbing council, but why were parking meters phased out in favour of pay and display? Because its cheaper. So a £3k meter looks after two parking bays. Might be Ok for a central london or large provincial town centre roadside but worth lining the backstreets with them? All those careless delivery vans and incompetent parkers? Ooops!
