If they send it back filled in trell them that you are regarding it an an NiP and that it is out of time.
Then see what happens.

Right. Wait for as long as you can for payment (28 days) then send a recorded delivery letter saying you don't understand why you've got this ticket. Then wait for a reply. Their ticket office will have the Officer copy (also minus the info) and more than likely you'll get an NFA letter.
