It's all bluff and bluster - parking attendents exist to bridge the gap in the pensions hole that councils have dug themselves in to.

If they don't tax you for bad parking, they'll get you another way!

TBH though, once they started issuing ticket quotas you knew it was all about money, sod all to do with legal parking enforcement.
