Are the overhead cameras on the M25 always live?

for about a week they displayed 'Watch your Speed' on the new signs on the M6... must of been testing them

they did that on the A414 with some new works recently...if you were over 50mph it flashde 'slow down' as you approached the roundabout. Speed wasnt the reason there are millions of crashes their, but lack of concentration was - and so this was a good idea. In some cases it caused people to speed up - but lets face it, they arent the ones who dont see people pulling out...it seemed to work fine on the majority of the population...so why is it not active anymore???

The message that appears in welsh actually says "piss off back to England or we'll burn your cottage"
