Most of those speeding in 20 limits are the same ones that will be on face ache complaining when little Jimmy or Jane gets run over on the way home from school .
My local school started naming and shaming ,speedind ,phone use, illegal parking ,seat belts ,child seats etc .

May have changed recently but certainly up to a year or two ago there wasnt any speed detection equipment that was certified to operate below 30mph which is why all 20s needed to be self enforcing through physical means as the police couldnt and wouldnt enforce.

More recently councils have just been introducing the speed limits without traffic calming on the back of some trials in Portsmouth and been skewing the results ever since to justify the spend.
Another Internet myth I'm afraid.

All equipment gets certified from 20mph.. One was recertified to a lowest speed limit of 30mph. It just happened to be most used.

10 mph will come eventually, as with most things they never know when to stop.

I was involved with something recently that revealed Police do not currently enforce 20mph speed limits in Norfolk.

Appears that its down to individual forces as to what stand they take.
