I've missed paying to it quite a few times recently but haven't received any bills.
Is it like speed cameras, do they have to notify you within 14 days?

Are you recorded as Reg keeper?

Just spent nearly an hour looking for the actual legislation on Congestion Charging but Tfl seem to have hidden it away. Google search side steps all around.

I would presume (but not sure) that time scale for issue of ticket will be similar to PCN (Parking) which is within 28 days of contravention but extended to 6 months if within 14 days enquiry has been to DVLA for reg keeper and those details not supplied.

Failure to pay results in a fine of £120, reduced to £60 if paid within 14 days of date of service, but increases to £180 if unpaid after 28 days of date of service. There is no indication of how long after the 'offence' they will serve notice.

Its the actual legislation Streaky that will contain the rules Tfl have to comply with regarding the ticket as to how long they have to serve etc. I've been through several of their sites and it still remains a mystery.

As far as I can see the remit falls under the GLA Act 1999.

I've only skim read it, but it looks as if there is power for the GLA to pretty much set their own rules in respect of Congestion Charging and the penalties/timescales.

It looks like a bloody minefield.

GL Act of 99 is the authority for setting up the scheme and contains the power to make Regulations and may make provision for or in connection with the imposition, NOTIFICATION, payment, adjudication or enforcement of penalty charges in respect of acts, omissions, events or circumstances relating to or connected with a charging scheme. This is what I was after.

With a bit of further digging from your reference 10p it would seem that Reg 12 of Road User Charging (Enforcement and Adjudication) (London) Regulations 2001 S.I. 2001/2313, amended by The Road User Charging (Enforcement and Adjudication) (London) (Amendment) Regulations 2003 S.I. 2003/108 deals with the issue of a Charge Notice. Surprise, surprise there does not appear to any time limit in sending a Notice out unlike the PCN but if sent out then 28 days to pay.
