Can I find out who is the registered keeper of a car?
Discussion
AFAIK,
Obstruction is preventing you moving your car.
Inconvenience is preventing you from parking your car.
i.e. If your car is on the driveway and it gets blocked, call BiB and they will get it moved by transporter with a release fee to cover costs. (especially if you need to get to the hospital/court etc ).
If you can't get in to your drive, they will send someone if they are free and there is nothing of higher priority (which in reality means that they may attend after 3 or 4 calls due to staff levels being too low).

I imagine coming back to two deflated tyres would stop him/her doing it again.
Would also prevent him moving it until he gets them inflated too.....I do like the jam = wasps approach though
Set it on fire see who comes out screaming about there car been on fire then lock them in it.
Fire brigade will have to cut them out and should deter them from repeat offending.
trolley jack with wheels, swing it round into the road, leave it there and suspect it will be removed quickly
small fee to the dvla gets the address of the muppet, who knows what you could do with an address, maybe a potato kicked up the exhaust, I know it prevents the car from starting

UPDATE:
Was doing some gardening 'out front' this morning and the idiot had parked across the drive again.
We're due out at 12:30 so the OH got on the phone to the Police. After being messed about - initially told her to phone the Council who then told her to call the Police - the car got lifted. Not sure if the Police tried to contact the owner or not.
Went out and the OH got a phone call from one of her tenants saying that 'some guy' had been shouting down the intercom asking why they had called '999' on them. The tenant told them that they didn't know whatg they were talking about and to contact the Police if his car had been taken.
Back now and waiting for an 'intercom warrior' to buzz us. Not going to cause a scene just be calm and consice and if they wish to threaten me or the OH I'll report them to the Police.

Sticking notices on the vehicle might amount to criminal damage, if particularly difficult or costing money (e.g. purchase of solvent) to remove.
Interesting, especially given this is exactly what they do to mongs who can't park where I work, they use an A4 sized sticker and position it so either on the windscreen or driver's side window right in the driver's line of sight.mk1fan said:

Do you have a white line painted on the road accross your driveway (or double yellows if you are in a controlled parking zone)? If you have these the council (or their parking contractors), at your (the householder's) request, should come and tow any vehicle away who has parked on the line(s), immediately. The council should be able to give you a telephone number to reach the "tow away" people 24/7.
At least that's the procedure in Brighton.

No there isn't a white line and there's no legal requirement to have one. There is a £100 charge for installing one though.
All it does is give the Council powers to move any car as well as the Police - which can be handy. But as the Police are require to move any car obstructiong your drive - ie stopping you getting out - then it's a bit pointless. Although it would be useful if you're returning to your drive and find it blocked.

For £100, if you are having ongoing problems, I would think it's worth it, if the enforcement lot respond quicker than the coppers. Also if you keep calling police re people blocking I bet it will slip down their list of priorities and they'll take longer to respond.
