Possibly because they are not always recovered after use (for whatever reason). I've lost count of the number of 'Police' cones and 'Accident' and 'Witness' boards that are just left at the scene. They're almost as numerous as the various road works signs left after completion of the work - because a different contractor is involved.

[O/T SWMBO's BiL recounts the following tale of a water leak outside his house:
- SWMBO's BiL reports water leak;
- contractor 1 arrives the following day to confirm evidence of a leak ... and departs;
- contractor 2 arrives three days later and leaves signs, barriers and cones ... and departs;
- contractor 3 turns up two weeks later (after repeated telephone calls), puts up the signs, barriers and cones and digs a hole ... and departs;
- contractor 4 arrives two days later and turns the water off ... and departs;
- contractor 4 returns after two more days (after repeated and increasingly annoyed telephone calls from SWMBO's BiL) and turns the water back on ... and departs;
- contractor 5 presents on site the following day, digs a little more and exposes the source of the leak ... and departs;
- contractor 4 arrives back on site later that day, turns the water off again ... and departs;
- contractor 5 returns the following day and effects 'repair' ... and departs, after turning the water back on at the insistence of SWMBO's BiL;
- later, SWMBO's BiL inspects the hole and sees water bubbling up, telephones yet again;
- contractor 4 returns and turns water off, leaves six bottles of mineral water on doorstep ... and departs;
- contractor 6 arrives four days afterwards and effects a proper repair, managing to turn the water on again all by themselves ... and departs;
- contractor 7 turns up three weeks later and fills in the hole ... and departs;
- the signs, barriers, cones, off-cuts of pipe, a pick-axe and two shovels etc., were left behind;
- six months later, and the signs and barriers (only) are still there.]

As an aside, all those of you thinking that all these cones left lying around will make a good source of... errr... well cones for your motor club autotests, then think on, long time ago it was a £50 fine per item removed in your "Rescue a lonely cone" campaign. No idea what the penalty is today.

Thanks for the replies all, a neighbour has reported it to the local community police officer, they have been round and moved the cones off the road and knocked on these peoples doors and told them to stop doing it. We will see what happens from there.

I'm sure some of these cones are stolen property but they have no markings on them.
