There will be access to a licensing register portal on most Local Authority websites. This will allow you to view the basic licence and any conditions attached to it.

If you feel the premises are being run contrary to the licence or the 4 licensing objectives, you can write to LA providing evidence of how and why and ask for a review of the licence. If the LA feel the application to review is frivolous or vexatious, they can refuse to do it.

At the review, the person(s) asking for the review and representatives of the premises licence holder can make representations to a licensing committee panel, after which the panel can do a number of things including, changing or adding conditions and temporarily or permanently removing the premises license or demanding a change of Designated Premises Supervisor.

If you search for Guidance on the Licensing Act 2003 you should find a PDF document that contains some helpful information.

You try living next to a music pub & your views may change.
I do, bought a house right next door to a village pub about six years ago. The house cost me £20,000 less than a similar sized property, due to location.

Was not rocket science, I knew that on occasion it would be noisy, but a couple of hrs here and there, are not the end of the world, would not dream of complaining, I knew what I was buying etc.
Landlord is a top bloke, lets me park one of my cars in his carpark lol!

Doesn't sound unusual to me for a businessman in that field.

I questioned it because it means they changed owner / manager position on average every 4 months, which would raise an alert to any business loan supplier or employer.

My achievements in the past 6 years are (all running concurrently):
Bought and sold a restaurant at a profit.
Own and run an Oil Consultancy Company.
Declared for tax in Australia and the UK over (equivalent) £125K in investment earnings.

Good enough for ya...

Easier option and to chill out, go to the pub for a few pints and watch the live act?

I often have to get up at 0430hrs for work yet a few pints the night before certainly won't hurt.

Eh? Where does it stipulate you can only own one premises at any one time?
