Erratic / intermittent fuel level?

Superlight with Stack.
When the tank is full, level indicated is zero.
When level gets to about 24l, it starts to register again.
Then, when level in the teens, stopping / starting and (possibly) enthusiastic driving result in level indicated being zero again.
Any thoughts? Sticky float?
