AFAIK Take Two, who are publishing it and who made a massive loss this year might dearly like it to be before their year-ending 31st March, but they've recently issued a greatly reduced profit prediction more in-line with a sack of pre-order money instead of a truck load of sales money.
Intermeresting...On a side note, if you never knew, then you do now. the original GTA1 and GTA2 are free to download off R*. Decided to download them today for abit of nostalgia.

Looks like some of the early guesses about multiple protagonists are right, three main characters:
