Some useful facts:
The daily rate required is 3,700 (assume starting from the 19th ending the night of the 23rd)
You should check in at least every 5 hours to be able to tap all the available criminals otherwise they stop being made until 'space' is created. Tapping the criminals is the best way to get rods. 11,100 is the total required by tonight.

I'm on 17,300 so will easily make it. For those in the same position you might want to begin Felon Hoarding.
You fight felons until they have one heart left then just let them walk around your town. Do that to all the felons until you reach the town Max of 5. All walking around with one heart left.
Then when the next phase starts (Felons carry on but payout pies next) you fight the 5 felons,1 fight each and pick up the max payout for them when they die. Thus giving you a big head start on the pie phase.
