I read somewhere (can't find now, typical) someone did a test on beam, burst and pulse lasers they found that overall damage per second based on power use the pulses were best, then beam then burst. This changes with the amount of power you have (engineered power distributors) and also if they are used with other weapons.
On a Cobra I would go with 2 medium multi-cannon and 2 small pulse lasers. Best bang for the bucks, the pulse lasers will attack the shields and the mc will shred the hull. On small ships I have found that to be best.

the beams & mc ship has 1 more dps but if you max out the weapons pips and look at offence, the beams ship can only fire for 2 seconds before it's drained it's power, the MC & pulse ship can fire for 7 seconds.

I do still have a Vulture though, if it's not engineered go with the best normal shields you can, of course 5a would be best. Don't bother with 5c bi-weave unless you are able to engineer them. If it's PvE not PvP then try and get the mirrored surface composite armour, it has the best thermal resistance and most of the NPCs will be using thermal weapons. Unengineered you will probably be able to get 1 or 2 0A shield boosters fitted, but if you can engineer the power plant you can try more, don't discount engineered E class boosters either, they have high boost rates (see https://inara.cz/galaxy-blueprint/8/ ) but don't have the downside of increased mass and power usage, great for small ships to keep the manoeuvrability and speed up. And then the power distributor so you can keep your finger on the red button for longer.

A general question, getting engineered modules seems like quite a lot of faff collecting hard-to-find resources and travelling back and forth. Is it generally worthwhile? Any in particular that are must-haves (or, conversely, just-don't-bothers)?
One thing to remember, if you didn't or couldn't have a look at the changes to engineering in V3.0. They have increased the number of materials you can have from a total max for all of 1000 to 100 for each material you have. So if you have maxxed out the total and are not sure what to dump to make room for the ones you need then probably hold back on engineering until v3 drops.
Being a beginner I haven't run into full materials inventory problem yet but I can see how the limits on that and module storage would be a pain for players who've been at it for years.
Using my newly engineered 28LY jump range I headed over to Airman Di to get on the first CG rewards list, luckily my month of random roaming of the 'verse collecting stuff that looked interesting let me contribute 28 materials which at the moment is a 50% tier and 9Mcredits.
Then off to Meene for the second CG which involves Guardian artifacts which sounds like fun.

What kind of ferocious fit out warrants a "deadly" rating in an Adder? Do they put up much of a fight?
