2. Doesn't appear so. The info stated one dealer and all cars available to buy in that dealer. Standard cars will still exist
3. Yes, but details hazy - it would appear that race cars will have a "base" model to which you can customise a livery but nothing like forza. This may not be the case though just my understanding from reading the gt6 site

Ive ordered gt6 and will wait for the PS4 to come down in price. In absolutely no hurry I rarely play consoles these days but still love the odd drive on gt5

if i remember, gt5 didnt directly have g27 support. the clutch never worked properly, you couldnt heel and toe: infact the car automatically blipped the throttle on downshifts for you anyway so it was pointless, and there was barely any settings for deadzones etc.
i believe they only supported their own thrustmaster wheel, and no others. if it doesnt come with g27 support i probably wont bother
