I've only run Commander Mode once, and didn't find the Cruise Missile button. You sit there deploying munitions, or making tanks spawn for your troops below, and telling your army what target to attack etc. If they actually listen to you then you get points.

Much more fun jihad jeeping/motorbiking or generally annoying someone 'on the ground'
