Yes you need to add a US billing account to your standard xbox live profile. This is the more difficult bit. Buying the dollar-based gift card is easier.
Go to:-
store.xbox.com
and then click on your name in the top right hand corner
then click on "view account"
then click on "payment and billing"
then click on "manage payment options"
If you're on the UK version of the site you should see your current credit card details etc. If you choose united states down in the bottom right, you should get a blank screen, as you don't have a US address or credit card setup.
There are then two buttons at the bottom:-
1. "add billing info" - you'll need a US address to complete this bit...
2. "add credit card" - you'll probably need details of a US credit card ...it might work using a UK visa debit card but it is a bit hit or miss.
If the credit card was genuinely yours to use then you could just buy stuff from the US store using the credit card...however for various reasons you may not want to do that. In that case you want to buy dollar-denominated gift cards and use the "redeem code" option on the store.xbox.com website to load the money onto your US billing account.
Essentially your Xbox live account has a microsoft account tied to it, and the microsoft account can have multiple billing accounts in multiple countries.

Yeah, buying 3 of them.
Suppose they did it as the player count is down, its the last endgame thing and RN-Jesus is stupid.
Or bungie thought they'd play a trick, everyone is made about Gallys, oh, ok, here, everyone have them! Then come Monday "Gally wolfpack rounds now do 15% of previous damage". *Bungie laugh hard at successful troll*

It makes me wonder whether they will actually roll out the nerf now. One of the reasons they cited for the nerf was to do with it being a prerequisite on the likes of LFG to find a fireteam, and people being excluded because they didn't have it.
If everyone has one then the problem ceases to exist (new players notwithstanding).

I think it's going to get nerfed pretty bad :-(
Either they have designed all the new content to need 3/6 Ghorns, in which case it will be pretty tedious to use any other exotic, or all the missions will be trivial because of Ghorn spam.
