Of course sods law applies, when you're looking for one you won't find one

Try Vinewood Hills and LSC car park for spawning.

It took a while to find any Futo's spawning last night, eventually found one south of the army base...which is now Crafty's as I had one loitering in my garage

Excellent! I looks like there is a slight glitch where I hit him on my video. Looking at the angle I go flying off at its lucky I hit the lamp post or Id of gone the same way as Lee!
