Since it worked well for me last night, here's what I did to force an empty public lobby:
Go into your Network Settings on the PS4 menu and 'Set Up Internet Connection'.
Go to 'Manual' and then click through selecting the default option until you get to MTU, when you need to enter it manually.
Change the MTU number (which should be 1500) to 800 or something like that; doesn't matter exactly what number you use.
Click through to finish setting up; it'll test the connection and then let you go back to GTA.
Load up a public lobby the normal way. You should be alone.
People can join you manually; it doesn't seem perfectly reliable because occasionally you appear to leave each other. You can, though, go back and change the MTU back to 1500 and log back into the session; then it seems to become stable but randoms can now join (though it usually takes a while for them to do so).

I've just read something about not being able to get black accents back after you change them - what does that mean? Some part of the external colour isn't just in the normal respray options?
@Jobbo - Correct, the outline you see on the wheels and on the bodywork is a separate colour, as well as the interior, giving you four options.
To all of those thinking about buying one though, I say don't. DJ and I did some testing, and a T20 is infinitely better to drive. The X80's thing is that it flies really well - it's a stunt car. Not a racer.

Cutting Coroners I got 55.x without really having to try very hard, the X80 was 56.x but was a real struggle
Avoid curbs at all costs, it doesn't like turning in at all too.
It seems to be a combination of crap turning circle and massive understeer.
Corners I would normally take flat out in any other car it just wouldn't do confidently.
