How do people manage to kill anyone as scout?
I ask because the times I have tried, my rounds fall short and by the time I have reloaded and compensated either the enemy has moved on or seen and killed me. Closer up the rifle appears to zero stopping power, but I have been killed many times by snipers with one shot.
Is there a way to level up the power of the weapons? A

Be aware all guns now have a "sweet spot" if you are getting one shotted by scouts you are likely in the sweet spot and they have hit you in the torso or head.
You can't level up guns to add damage
Can't vouch for Xbone (Sony 4 lyfe) but I had to tweak the controller settings to be suitable.
Operations I haven't played for weeks and even then I only played once or twice. Defending did seem to be just getting swamped and not fun.
Only two things I can think of with the bomber but I think you'd have realised both... either you were getting shot or the plane was stalling. Otherwise without a video I've no idea.
I'll give you my usual run down of hints to make this game playable.
1. Turn off the music
2. Turn off depth of field effects
3. Turn off motion blur effects
4. Increase map radius to 100m+
5. Increase map size to 130%
6. Turn off award notifications
7. Set kill feed to nearby
8. Change headshot hit marker colour to something suitable (I have yellow)
9. Spot enemies lots
10. I believe removing bayonets reduces the time to aim down sights which can make the difference
With scout I still see people misusing the flares - don't fire them up into the air, you only get a brief moment where enemies are on the mini map. Shoot the flare on the ground where you want to reveal enemy positions. It puts an area a certain radius around the flare on the mini map that will show enemies for quite a long time. Very useful for attacking/defending flags etc. Also flares are great for blocking doorways as not only do they show up on the mini map but they set people on fire... even had a few kills from this.

I'm on xbone, no need to change anything or use different controllers. Just practice, but it is rather punishing at first. How do people manage to kill anyone as scout?

Yes you can successfully defend on operations, though it depends on the teams - if the other team is much better then you will get steamrollered.
As for the bomber, I guess it may have been damaged when you spawned into it? Or been hit by aa or something. There's nothing complicated about the planes, they're pretty arcade-y.
A good way to start is to play medic or support a lot, drop health/supplies on your teammates and revive them. Helps the team and lets you get into the swing of things, plus levels you up. But there are no superweapons (well, maybe apart from the hellreigel) so what you start with is largely as good as what higher ranked players will have.

Every gun has an "ideal" range, the non scoped ones have a closer range than the scoped ones. See bullet drop graph on the weapon select screen. How do people manage to kill anyone as scout?

You learn the distance/lead you need as you play., and which guns handling you like/suits your play style the best.
Some guns have higher bullet damage but slower rounds etc. something like the M1903 has zero bullet drop and is my favourite scoped rifle, the only annoyance is the 5 round mag.
For me;
Assault: Mp18 trench until you get the hellriegel, although post nerf they both have strengths over the other.
Medic: Mondragon Storm or Autoloading extended.
Support: BAR Storm or Benet-mercie storm
Scout: M.95 Infantry for unscoped (prefer it to the martini-henry) or the M1903 for scoped.
Deflection shooting? I'm on XBO, and I'm quite easily hitting/killing things, no issue panning etc.
Operations, when defending, I can quite normally get 100+ kills and don't normally lose. I'd say its easier to get points attacking due to the 1k per capture, but k/d is defending. The trick is knowing where to go on the maps, and actually working as a team. Use squad orders, dont all run assault/medic etc.
K/D of 1 is by definition average, Quick look at my BF1 stats and i'm just over 2 with 10k kills. As you are on xbox, drop me a friend request (same as username) and I'll show you how a few rounds of operations should go.
