rallys are the most difficult bits in my opinion. i use an ordinary controller and still go off track a lot.
use a proper rally car tuned a bit, i mostly use a subaru with about 450 hp, but i have not done all the rallys yet, 5 or 6 left.
its best to do as many as possible in one go, you get used to them after a while and practice the rally cources first.

1, Impreza Rally car prototype 01- Capri rally normal difficulty (easy because its tarmac and you can use a proper racing car)
2, Impreza Rally car 01- Chamoniox normal difficulty
3, Impreza Rally car 99- Yosemite rally 1 normal difficulty

I only use it because i like it, any proper rally car if tuned right will win if you practice a bit.

Dunno why but I find the rallying quite easy. Once you can control a drift you can just feather the accellerator and... off she goes. I have won most of the rally races so far.
