I concur with what Dogsey said - what you're talking about is bokeh of highlights and I believe bokeh is not just about out of focus highlights. I think that's a common association, as the bokeh of a lens is most clearly demonstrated with how the highlights appear (and out of focus highlights are very distinctive so have an obvious contribution to an image as a whole), but bokeh isn't restricted to that.

My interpretation of the challenge was that the image should include out of focus elements, and those elements should be an important part of the image as a whole, and the feel of them is key.

There is a depth of field, and there's bokeh smile. I like the feel of the out of focus elements in that shot.

Well my reading of what you said was you were more specifically talking about clearly defined circular elements. That's an interesting article - I like this from the conclusion:

Here's a couple of my shots where they have a shallow depth of field, and of course out of focus elements (and thus bokeh), but where I don't feel the out of focus elements are that important to the final image - they're just kinda there, if that makes sense. I feel they're primarily about what is in focus, very little to do with the bokeh even tho' there is bokeh.
